Hi Jyoti,
The gates were part of a streetscape done on Wells. The Old Town Merchants & Residents Assn or the City's Dept of Transportation should have all of that info. Old Town Merchants contact is John Blick at 312-951-6106. He wasn't there when they were in stalled, around 2000 but he should have info.
